Mr. Leo John Ngowi, is the holder of Msc International Comunity Economic  Development from Southern New Hamphire University USA (2010) and Msc  Facilities Management from Leeds Metropolitan University UK (2007).  He is also a certified Public Private Partinership  specialist. (PPP-Specialist) (2014).

He is a Charted Member Insitute of Logistics and Transport – Tanzania chapter, (CILT), Member Tanzania Roads Associations (TARA), Tanzania Institute of Logistics and Transport and Registered member of the British Institute of Facilities Managers UK.

He is a  dynamic person with accumulated knowledge over 20 years working experience in the field of Transport and logistics,through  training, working experience, research and  leadership capabilities, right adaptive capacity of managing diverse tasks and responsive to all levels of management. Capable to manage, mentor and motivate a strong team of technical expert’s management staff, ensuring adequate capacity is developed for successful delivery. Working very closely in analyzing transport operational environment to both Government and Private sector.

Before joining LATRA CCC, he worked with SUMATRA, now LATRA, as Manager Road Licensing and Monitoring. His main duties was foreseeing  Issuence and monitoring of licensing conditions for the public transport services.
